Confidence and small breasts

I am only eighteen and I have small breasts. I remember my mother telling me my breasts will grow (hers are huge), so I felt more positive about mine and figured they would grow more into a b cup or c cup (hopefully). Since im eighteen now, and my breasts haven't grown at all, I feel like I will always have small breasts, and I wish I could do something about it!! help!
