A good push up bra or padded bras can make a girl with small breasts feel pretty good.
The only trick here is finding the right size. If you don’t have the right size, you will have gaps in a push up bra. Those gaps are not that noticeable if you have a turtle neck pullover on, but once you take the turtle neck off, you might look funny.
Besides the cup size, which is probably an A or AA in your case, it is important to find the right band size (what goes around your breasts). It is better to feel tight (it shouldn’t be too tight but you should feel tightness) than to not feel anything. Do you know how I tell if it has too much padding? I just lift my baby and hold her in my arms and look at my boobs. If I see that the bra looks crooked, then it is either way too big, or just has too much padding.
