Small Boobs... :(

I'm 13 and I wear 32A. I really hate it and all the girls in my school have bigger breasts. I really just want to be able to lift my breasts up to show in a tank top/ bathing suit. I don't want to get to the point wear I have to stuff my bra. I just want a natural way to lift my breasts to make the top visible. PLEASE HELP!!
